Applicants must not have held a pilot's certificate of private grade or higher, and must meet the physical requirements for a student pilot's certificate At Iowa State, the flight training will begin June 15 at Wearth Airport in Ames and will continue until the trainee has received at least 35 hours of flight training Dean Agg said that ground school instruction will be provided by the college, beginning at about the same time and continuing for about 10 weeks. The official state bulletin published a decree signed by General Francisco Franco, premier and el caudiilo (supreme leader), and Col, Juan Beigbeder, the foreign minister, saying that Italy's entry into the war against Great Britain and France had made it necessary that Spam's attitude be recognized by the belligerents. "With the conflict extended to the Mediterranean through the entrance into the war of Italy against France and England," the decree said, "the government has ageed on Spain's non-belliserencv the conflict." It was understood, meanwhile Spain was protesting to Great Britain against the detention of 19 Dalian sailors, picked up by the British after the Italian merchant steamer Libano had been scuttled off Algeciras. The protests and demand that he sailors be returned to Spain rom Gibraltar was expected to made through Sir Samuel Hoare, the new British ambassador to Spain who presented his credentials to Franco Saturday It was understood that the demand vas based on the fact that the Italian ship went down in Spanish vaters and that the British had no right to interfere. Half the crew vas taken to Gibraltar, according Spanish reports. ToolmgTlan for Defense Needs'Set Up.

Burt, chairman of the defense committee of the machine tool industry. "The production plan," Burt said, "was developed in; conference with William Knudsen, of the government's advisory defense in charge of manufacturing. The "plan is as follows: "1. The setting up of a machine tool co-ordinating committee, consisting of Mr.

Knudsen as chairman and Harold s. Vance chairman of the hoard of the Studebaker corporation, as vice chairman, two representatives from the defense committee of the machine tool industry, two representatives from the navy and two representatives from the army Th to-ordinatine committee will then determine the specific requirements of the the navy, United States manufacturers, and foreign customers, and establish priorities for the guidance of the machine tool industry in filling these requirements. In determining priority national defense will take precedence over all other considerations. "3. It is anticipated that con- jress will shortly pass a law au- norizmg the navy to requisition for national defense purposes machine tools now on order for for- ign customers.
